I lay before Congress for their consideration the copy of a letter from the Secretary of War, accompanied by an extract from a memorandum of James Seagrove, Agent of Indian Affairs. G Washington Memorandum from James Seagrove Agent of Indian Affairs for the Secretary of War, United States__ /Extract/ It is the Agent’s opinion, that it is a thing impossible for the Indians to comply with the Treaty of New York so far as respects given up the [illegible] and other property taken from the Citizens of Georgia from the conclusion of the late British War until the time of forming said Treaty, and that therefore to prevent a useless and disagreeable altercation, the General Government had better make good the losses, sustained wich will not be very good__the number of Negroes taken [illegible] by the Creeks cannot he thinks exceed Sixty or Seventy__The former owners of Negros would be pleased with this mode of Settlement.
