[1 D R.C.] Jany 11 1795 Sir. I have had the honor to receive your letter of the 9 ins^t. from which I perceive that the Sec^y of the Treas^y has not had time to apprise you that the Treasury business for the War Department ceased to be in my hands on the 31 ult^o. The letter with the communications were forthwith transmitted to M^r Francis, who acts for the present in the Naval business of the Treasury and in the War business of the Department at the seat of Government. In regard to the Vessels which have been taken up for Georgia, three have been sent by the Naval agents in Phila^da the first of them in concert with Cap^t Barry. Some others of a construction similar to her, have been since chartered by this office generally, with the knowledge of the captains. No advice of the proper head of vessels was then sent from Georgia by M^r Morgan or the agents there? — Indeed we know no decision where, or what kind of vessels to send, being without letters as to those necessary points. Some of the Vessels however were considered by the Commanders of the Frigates in this port, sufficiently early, and the best that could be got. The rest were similar. There are five single decked Vessels belonging to Philadelphia. It was judged that some of the large full built vessels were eligible, such as Cap^t [undecipherable] conveyed the [undecipherable] to [undecipherable] and such as the snow Neptune. It had however been [undecipherable] in December to make experiments in a Navi-[undecipherable] and melting it. In consequence, I wrote circular letters to the Naval Agents and some of the collectors of the customs. These are beginning to answer, and their letters will be sent as received to M^r Francis. You will collect from my letters to the Sec^y of the Treas^y of December of which copies are on file in your department, that the despatching of Cap^t Barry to Georgia, the advance of supplies & the certainty of transporting to Baltimore or Phila^da some of the wood before Winter should close the Navigation, were the causes of haste of these Charters. When some were made, the solicitations of [undecipherable] [undecipherable], and the [undecipherable] of some Vessels of other States induced to go a little further — the Opinion of the late Sec^y at War was taken upon the expediency of sending a certain quantity of vessels forthwith. — It having appeared clearly that great defects in the stowage of some of the Vessels have taken place. I have taken due and particular Notice of it in the necessary letters.
