Department of War January 16, 1795. Sir, M^r Brown, paymaster for the Pennsylvania militia, informs me that the [underline: cavalry] of that State claim an allowance of [underline: seven days] for every [underline: fifty] miles travel from Bedford to the County towns to which they belonged; on the ground of General Irvine's orders to that effect respecting the [underline: Infantry] which were at Bedford when he issued that order. I learn from M^r Brown, that the Cavalry had left Bedford several days before that order was issued; to them therefore it coud not possibly have any relation. I intimated to M^r Brown, that an allowance of one day for every twenty, miles travel of the Cavalry on their return home might be reasonable: and of this opinion is General Knox. If more be allowed, I should do it on the principle, that the late act of Congress for regulating the pay of the militia when called into service [underline: in future], grants a days pay and rations for every fifteen miles — without distinguishing Cavalry from Infantry.
