The Comptroller called here yesterday on this subject and from an inspection of the law it seems that the instructions should be framed by you. I wish you to sketch immediately what you think requisite, & call at the War Office [strikethrough: with] where we will consider the instructions, & at the same time converse on the subject of the armoury.
