Description

"This letter is essentially the same as that which Hamilton wrote to Edmund Randolph on the same date." [letter to Randolph is cataloged here] Enclosed letters from Hamilton to Collector of Charlestown and another from the comptroller to the Collector on the subject of construction and arming of vessels. Fears "much mischief has ensued from this construction" which will end up costing the United States. Believed W. Moultrie participated in error that makes it necessary to send a Circular.
