Department of War Dec. 31. 1794 Sir, I should at the [undecipherable] of retiring from Office not perform what I think a point of duty were I to omit expressing my satisfaction at your zeal and [undecipherable] in transacting the important business which has been committed to your charge and in compensating in some degree your highly laborious services. I therefore think it your due to allow you a compensation of eight hundred dollars for the past year and to appoint you to carry on the works of West Point the next year at the rate of one thousand dollars [per annum?] to include all allowances excepting the rations heretofore granted which are to be continued. If the repairs of Fort Clinton and the repairs of Fort Putnam should not be carried on then the rate of compensation to be at six hundred & fifty dollars— the difference between the sum appropriated & the sum herein stipulated to be made up out of the contingencies of the War Office.
