No more money can be expended upon the fortifications, until Congress shall appropriate the same by Law. It is most probable that the fortifications of the principal posts will be carried on with a view of permanency. Until however their decision is known, you will be considered as in ferme upon your former rate of payment also the Assistants under you not appointed heretofore by me. The Works must be placed in the best possible Condition, so as to be uninjured by the Winter Season — It has been understood that the Works in Georgia have languished for want of an Engineer. M^r De Grasse, at present in Charleston, has been mentioned as a suitable Person to act as an Engineer. His father has rendered great Services to the United States and this appointment would be convenient to this Gentleman. I have therefore appointed him at the rate of two dollars and a half p^r day — You will endeavour that he shall work under your [undecipherable] direction.
