I hope nothing will prevent Major Thirkpatrick executing the duties of Commissary according to your intimation. His instructions will not be ready until next post: when he will I hope be fully prepared to descend instantly upon the receipt of them.
Governor Lees orders upon you in favor of Capt Sparks and similar ones for military Services must be paid.
I referred Col. Sproats accounts to you because it was not perceived here what were his actual Services — for such he ought be paid — but the public will not create sincure places or Pay where no services are performed and evidence produced thereof.
