I transmit you the account and Vouchers of Capt. Stevens for the expenses of mounting Artillery at New York, it is the opinion of the Secretary of War that those expenses should be considered as incidental & Contingent to the Ordnance Department, and to be settled in this Departmt and it is at his instance that I request of you to examine & certify the reasonableness & extent of the expenditures in regard to their object. Be pleas'd to give this business an immediate attention as there is a Gentleman waiting the issue.
