The Secretary of War has directed me to assure you that he sincerely regrets that your domestic concerns prevents your acceptance of the appointment of principal Commissary. The Secretary has directed me to inform you that he is fully sensible of Major Kirkpatricks integrity and abilities, but that the Secretary of the Treasury on care of your non acceptance has previously to the receipt of your letters fixed upon a Gentleman whom he wishes to fill the said Office.
