I now enclose a form of a Muster roll — you will have a muster taken to the last of this month (after its expiration) duplicates whereof is to be transmitted to this department and I shall then remit the pay — N.B. This I presume will give your [undecipherable] Committee the information required — The Honble W^m Tracy, Chairman of the Committee of Elections — I am Sir &c Joseph Howell W.D. Accountants Office Sir, December 17^th 1794 I enclose the following papers, viz — A Muster roll of your recruits to 1^st Instant — Ensign Volf and [undecipherable] Witnesses of certifications on oaths of deserters being returned to you this — A duplicate pay roll of Cap^t. Hannah's recruits from 1^st March to 20^th July 1794 and A return of men enlisted by Cap^t. Hannah stationed at Norfolk — The muster roll is returned in order that it may be certified on oath to be a true Statement of your accounts agreeable to the executive letter of the Secretary of War dated March 1^st 1793. When this is done and said roll returned to the Office the pay will be remitted — Ensign Volf's Accounts and vouchers returned being inadmissible in their present [undecipherable: state]. It is necessary to advance monies for any purpose the person or persons receiving it should be held accountable to produce regular vouchers to the person who made the advance for his expenditures thereof which being so vouched would then become proper charges against the U. States — As it appears that the persons to whom Ensign Volf advanced the monies are Sailors and probably not with him, to remedy the defect, I would advise that he should state on Oath against the U. States for the monies actually expended, and let those persons qualify to it and that they received the money for the same from M. Volf — The pay roll of Cap^t. Hannah's men forwarded to you in order that you may pay the sums due the men and take their receipts [undecipherable] for this purpose the sum of Two hundred & Thirty seven dollars and 30 C^ts being the amount of the pay — due to Cap^t Hannah and his recruits from 1^st [undecipherable: March] to 20^th July 1794 — agreeable to the said roll and which was remitted to Edward Carrington by a considerable time since is now directed to be placed in your hands; it became necessary in the arrangement of the Office to pay the whole [undecipherable] to you, a surplus will of course remain being the pay of Cap^t. Hannah and probably of some men drawn some casualty [undecipherable] out of service or [undecipherable] omitted from your command, which it will be proper for you to give information. This surplus you will apply to his recruiting service. The sum [undecipherable] due Cap^t. Hannah will be taken in view on a final settlement of his accounts in this Office — The return of men enlisted by Cap^t. Hannah is expected to embrace all those stationed at Norfolk, in order to inform of the dates of their enlistments that you may be enabled to make up a muster call. I now furnish you with some muster calls for Detachments when his present month is expired you will please to take musters of the whole troops under your command, duplicates of which being transmitted, I shall remit you their pay to be disbursed by you.
