I consider the employment of all Artizons respecting the Frigates as under your direction. If therefor you should think proper to employ M^r Taylor it would be acceptable to me. Quincy as Clerk of the yard for the Frigate to be built at Portsmouth and also the Copy of a letter from Joshua Humphreys the Naval Constructor dated the 8 Instant relatively to the scantlings of the Frigates keel & to which I request you will conform. You will on the Saturday of each Week between 1 & 2 o'clock report in writing to Mess^rs Gurney & Smith the number of men who have actually been employed at work at the Naval yard in this City in the course of that week with the amount of their wages when some person will be appointed to pay them.
