Sir, I enclose you the appointment & instructions for Edmund H. Quincy as Clerk of the yard for the Frigate to be built at Portsmouth and also copy of a letter from Joshua Humphreys the Naval Constructor, dated the 8th instant relatively to the scarpks of the Frigate keel & to which I request you will comform.
