I have received an application from M^r George Taylor in favor of employing his father as Ship Joiner of the Frigate in New York — I consider the employment of all Artizons respecting the Frigates as under your direction — If therefore you should think proper to employ M^r Taylor it would be acceptable to me — [Jacob Sheaffe Esq^r] [the letter on file] Sir W. D. Dec^r 10^th 1794. I enclose you the appointment & Instructions for Edmund H. Quincy as Clerk of the yard for the Frigate to be built at Portsmouth and also the copy of a letter from Joshua Humphreys the Naval constructor dated the 8 Instant relatively to the scantlings of the Frigates keel & to which I request you will conform — [M^r Doughty, Clerk of the Naval yard Philadelphia] Sir W.
