Sir,
I have the honor to inform you, that it is the intention of the President of the United States to establish within the State of South Carolina an Arsenal and Magazine for the United States.
It is however first necessary that the consent of the Legislature of South Carolina should be obtained for the purchase of the necessary Ground for this purpose in pursuance of an Act passed the 2d day of April last entitled, An Act to provide for the erecting and repairing of Arsenals and Magazines and for other purposes.
It is, Sir, the request of the President that you would be pleased to take the proper measures for obtaining the consent of the Legislature for the purchase of the land which is not contemplated to extend the quantity of five hundred and forty acres. —
