Sir,
I have the honor to inform you, that it is the intention of the President of the United States, to establish within the Commonwealth of Virginia, an Arsenal and Magazine for the United States. It is however first Necessary, that the Consent of the Legislature of Virginia Should be Obtained, for the purchase of the Necessary Ground for this purpose, in pursuance of an Act passed the Second of April last, entitled "An Act to provide for the erecting and Repairing of "Arsenals and Magazines and for Other purposes".
It is Sir the Request of the President that you would be pleased to take the proper Measures for Obtaining the Consent of the Legislature for the Purchase of the Land which is not contemplated to exceed in Quantity Six hundred and forty Acres.
