Dickenson who disbursed the money to the pay of the Troops admitted by Rod Paulines so great a length of time having elapsed since the advance it is necessary that a settlement should immediately be had; in form it cannot however be had by you but may be much facilitated by your examining the business on the principles stated in your instructions, which being accomplished the Accounts and vouchers are to be transmitted to me as soon as possible; — Since the money has been disbursed in this manner you state, stated it will be incumbent that the most substantial evidence be produced that the nature of the case will admit, as their passage will rest on the face of a representation to be made to a tribunal having the power to dispense with the regulation and system prescribed for the payment of the troops of the United States — I have now before me a claim for the balance (if any) due L^t Martin B.
