Accountants Office October 26^th 1794 Sir The Secretary of War having appointed you to Superintend the recruiting service at Pittsburgh and its vecinity it is necessary that you should be instructed in the performance of this duty, so that on the settlement of your accounts no difficulty may arise on their passage— You will be furnished from the Secretary of War with instructions pointing out the duties of recruiting officers— You will of course furnish each Officer whom you employ in the business with a copy thereof— The Law requires that each recruit shall be duly enlisted and mustered to authorize the offer to pay the Bounty and to entitle him to receive the premium allowed for inlisting each recruits. It will therefore be necessary that the recruits should be mustered once in each month and as it cannot be done by regular inspectors or muster masters the Secretary of War has authorized recruiting officers to muster their own Men, agreeable to his Circular letter of 1^st March 1792. The contingent expenses which may arise in pursuance of this business it is expected will be reasonable and must appear with each voucher to have been necessarily incurred.— Separate receipts will be required for each and every payment of Bounties and contingents
