William Doughly appointed Clerk of the yard for the Frigate to be built at the Port of Philadelphia & his instructions the same as the other Clerks employed on the same service per the Instructions recorded page 58. / [W^m Doughly, Oath] I William Doughly appointed a Clerk of the yard for the Frigate to be built at the Port of Philadelphia do solemnly swear that I will support the constitution of the United States & that I will well and faithfully execute the Trust committed to me in my aforesaid Capacity. sworn the 23. October 1794 Before me     Hilary Baker, one of the Aldermen of Philadelphia [signed] William Doughly [Touch hem by] Sir,                               W. D. October 24^th 1794 M^r Humphreys the Constructor of the Frigate to be built at Philadelphia has communicated to me in writing that January & February are supposed to be the best months to cut Timber & recommends that the Oak beams be cut at that time in order to give them the best possible chance of lasting [same] Sir                               W. D. October 25^th 1794 If M^r Ana Copeland could relieve M^r Morgan and fully supply his place so that he could repair to build the Frigate at Norfolk it would oblige me and further the Public Service.
