Sir
John Baldwin late a Commandant of a Sub Legion of the Troops of the United States claims his pay from 4th April to 4th Septem. 1794 the day on which his term of service expired. Admitting an account of Clothing received, it requires the proyannotations certificate to establish the claim which he declares the paymaster declined possessing as a Sub Paymaster had certified to that effect; but notwithstanding it being his duty to have paid the Soldier or have given his certificate of the balance due, a doubt arises whether he has been paid or not — As the sum it is believed is but a small pittance towards his support eked out of the Army and if it is true that he has not obtained his hard earned allowance, it is awkward to conclude that claimants may be ruined against the Government more to its disadvantage from the risk of paying a small sum of not two months pay. I therefore you shall conclude to advance this sum be pleased to give your warrant accordingly.
