An arrangement for a subt quantity of which was made by desire of the Sec^y of the Treas^y. I find that the contractor has undertaken the business very inconsiderately. The introduction of an Inspector at N. York, or not, will depend upon y^r determination, whether clothing shall be inspected there or in Philadelphia. But if coats Vests, &c^a are to go to N. Engl^d, it would appear necessary that the Inspector should be at N. York. The question about the overalls arises from an alledged impossibility to procure w^t woolen [undecipherable].
