Accountants Office October 16^th 1794 Sir The Act of Congress requires that a recruit Shall be duly enlisted and mustered to entitle an Officer having enlisted him to receive the premium— some embarrassments haveing heretofore arisen in this business for want of the men being mustered. In consequence the Secy of War authorized recruiting Officers to muster their men once in a month, (However as desertions might happen in the course of a month, and previous to a muster, to accommodate with the Officers, it has been the practice with the Accountant to allow the premium in such case if the men were long enough in service for their pay to cover the Premium, and provided it appeared that regard had been paid to the recruiting instructions in respect to the advancing the Bounties in equal proportions untill the fidelity of the recruit should be ascertained. Neither of these points appearing to apply to the three last mentioned recruits the accountant objected to allowing the premium, but so far from discrediting any knowledge (as M^r Watkins is pleased to express himself) the
