I have the honor to state to you that the Southern timber for each frigate is expected to load nine Vessels of 100 Tons or 54 Vessels in all. I am without advice from the Agents for purchases at what places the Wood will be cut. — But I understand from Major Hopkins that some of it will be cut on the Island of St Simons. — Capt Barry has been dispatched thither, with a vessel capable of bringing one fifth of the Philada frame, and measures have been taken to secure a Brig from Nr York, and a sloop from Connecticut, together with any occasional Vessels going from the six Frigate Ports to Georgia. Capt Barry has also been authorized to procure Vessels in Georgia & St Carolina. The constructor at Philada estimates 165 men which are engaged to be nearly able to cut the Timber of a frigate in a month. — Twenty have been at Work as I suppose since the middle of September & 85 more since the 10 inst. — By the time vessels can be chartered and reach Georgia it may be supposed that the hands employed will have cut the loads of 7 or 8 vessels of 100 tons. — They will give two and three weeks for the loads of those which render it convenient to three or four loads more. Under these circumstances I think it may be well to contract for as many Vessels as would make twelve to go from the different places. I submit these Ideas for your consideration.
Messrs Scott & Ironsides have been desired to wait on you to take your Ideas in conference and your instructions upon the Israel business for 1795. — Mr Charles Wilkens, on their behalf and Mr Scott are expected at this moment to be moving on the business to the Westward.
