Inst. in answer to yours of 30 Apr. & 5 [Ulto]. & on the 12^th Inst. by Francis Mentges Esq^r who was charg'd with the sum of 32,71 Dollars for Rations & forage of the troops to [the?] 31 [st?] of [the?] month & 1633 Dolls. 33½ [cents] for Pay of Spies in Jefferson County agreeable to your letter — amounting to 36,354. 33 — which he was to deliver to Maj. On the 19 of [the] month & since which I have written to you on [the] 19 Apr. respecting a transmission of several sums of blank Master Pay rolls — requesting a suspension of the payment of D^t Underhill's pay from [Jan^t] to 31 March 94, while further orders — enclosing copy of my estimate of one month's pay for [forage?] of the troops on which [field?] of War ren[dered?] to you by [Lieut?] [Gillis?] June 13^th 1793 D.C [?] being for the [undecipherable] amounts commanded by [undecipherable] The army from [June?] 1793 to 31 March 1794 — & enclosing [to?] my payments from 1 [?] to P.S. & Copy of my estimate of subsistence of the troops to the westward for the year 1793 — amounting $2,338 &c. through $2,338 &c. for [services?] of [?] claims [their?] master [Comp^t?] [?] of [years?] & [Several?] in July — as also apparently to the estimates also then inclosed — [Inclosed?] in your communications — was also reminded you by [undecipherable] Smith — under date of [?] April — it appears also that I send Statements of the Account alleging his War Minister — a limitation of sundry charges against — their troops — in consideration of [?] — with information of the payments to the [express?] of Captain [?] [Ressler?] — On the 5 [the?] respecting the impropriety of so generally granting your [Certificates?] for the Management of the Pay of [County?] Officers — in the expression of my [undecipherable] [undecipherable] the [?] this amount as I [they?] — [?] that this arrangement is only to be extended to [family?] — Officers having families distant from the Head Quarters of the army — & [to?] you [?] of Officers in their [?] capacity of a [Lieutenant?] [?] which is considered by the War & Treasury Department as incompatible with the spirit of our [undecipherable] & the [undecipherable] of one persons doing the duties [undecipherable] — on the 3 [?] on the 3^d of May — requesting you to apply to Officers who wish to have their pay from any part [so?] fund a [Certificate?] to execute the arrangement for this purpose — Acknowledging your letter of 3 & 20 May 94 communicating the [?] amount and as the money for the same was sent [?] by D^t Smith & it being the duty of the Paymaster to discharge them. They are reinand on accepting [a Way? Whitcomb for his pay relinquish'd & informing of $600 Dollars — [pronouncing?] to you on the 19 April through M^r. [Fleury?] in Silver for the purpose of recruiting men — on the 17 May respecting $3,369. 73 Dolls [undecipherable] being for pay & [usage?] of the troops under the immediate command. G^d Wayne for [April &] May & [?] [Rations?] from [Jan^t?] to 31 June 1794 & also 33,705 Day for the purpose of paying the [Pennant?] [Dragon?] complete to be called into [formal?] — making [?] 77,074 Doll 33½.
