Sir,
I have the honor to inclose to you a copy of the contract for provisions for the year 1795 to be delivered at Fort Washington & Pittsburg. You will perceive that I have prevailed upon the Contractors to consent to an addition relative to the Flour. I was not agreable to them to relinquish the election in all cases of Issues at the two posts, the advantage of which they were a ware of.
I think it my duty to the contractors to request that you will be pleased to give such instructions as may be necessary to ensure to them on the part of all acting under your orders, a correct & sincere conformity to the spirit of the additional Note relative to Flour or Bread. The Contractors wish for early notice of the supplies which you desire to have laid in at each, or either place, with the time when you will require it to be actually completed — Permit me to remark that the less it may be safely made, the more convenient to the Treasy. as commensurate advances of money is to be made —
