[War Office October 10. 1794 / To Presley Nevill / (1434)] War office Oct. 10. 1794 Sir Being informed, from the Treasury Department that you are appointed paymaster of the militia called into service, to quell an insurrection now existing in opposition to the [undecipherable] of the United States, it is necessary you should be instructed of the duties appertaining to your office.— For that purpose I herewith transmit a copy of the Instructions and forms, established by the Comptroller of the Treasury for the Government of the paymaster of the troops of the United States, which are to be observed by you as far as the same will apply; the Idea on which those Instructions were founded, embraced a settlement with the army for unliquidated arrears to a certain period, of course that part will not essentially apply to your transactions, to prevent unnecessary investigation on your part I have affixed an asterisk therein at the paragraph which commences the Instructions which will more particularly apply to the government of your transactions. It is not intended to entangle you with too many forms, but the observance of method is of the highest importance in the payments to an Army, more especially [strikethrough: composed as the] army in which you are acting. You will observe. 1^st That your payments are to be made to Regimental or Battalion paymasters, or agents, or to those appointed by seperate independent companies— 2^d The Muster Rolls to be the ground work of all payments, unless prevented by a general order and the pay abstracts to be conformed to the Musterrolls 3^d The Payments to be made as far as practicable upon a uniform scale according to the money in possession, say one third, two thirds, or a whole months pay at a time.— A schedule of the pay, rations and forage, as established by the laws of the United States, is transmitted to you, which is to govern your payments, although it is understood that Pennsylvania has made some additional Allowances but this cannot operate upon your conduct.— I am Sir With great respect Your Obedient Serv^t (Signed) H Knox Sec^y of War P.S.
