Letter from the Governor of Maryland, enclosing a copy of a letter from Brigadier General Samuel Smith at Frederick Town to explain a variety of difficulties delaying his march to the ultimate place of rendezvous. Requests that the General Government remove as far as possible the alleged difficulties. Mentions the "marked Inadequacy" of Maryland's militia law.
