I wrote you on the fifteenth of last month & transmitted a pay roll for Capt. Armstrong's dragoons, who have been called into service conformably to a letter from the Secretary of War to the governor dated the thirteenth of July 1793. If this roll should have passed, I will thank you to transmit me the money for the payment thereof. I wrote you again the first instant and forwarded Lieut Nicoll's account current and vouchers for the payments made by him to the troops, for their pay viz from the first of November 1792 to the thirty first of October 1793 inclusively. On the fourteenth M^r Whitney returned from Augusta with the money he had received from M^r [undecipherable] Supervisor of the Revenue for the pay of the troops. I now transmit you my Account Current N^o4 and the muster and pay rolls from the first of November 1793 to the thirteenth of June 1794 inclusively for this garrison, and for Fort Mathews and [undecipherable] to the thirteenth of [undecipherable] — Fort Mathews has been evacuated, the men have been paid for the present company to which they belong, for the month of June. I also transmit rolls for the subsistence, the musicians men and artificers, Colo Gaither has directed that [undecipherable] of the most diligent and industrious mechanics should be mustered and paid as artificers from the first of January last. In my account current N^o5 I have [undecipherable: credited] the U.S. with the [undecipherable] of forty four dollars & the which I had received from Col^o Gaither. I have refunded this money agreeably to what I wrote on the first of July and have charged it in my present Account Current. The contingent expences are now inserted to shew you the state of my cash — It is to be observed that [undecipherable] hundred and [undecipherable] dollars have been expended for the recruiting Service. of first of November 1793 to the thirty first of May 1794, inclusive, the balance due is to shew you their out-balance in the year 1793 Seven hundred [undecipherable] dollars to [undecipherable] as the rolls for that post have not been received. — To pay the amount of Melton's pay roll for militia service five hundred and [undecipherable] nine dollars. To pay to M^r Whitney [undecipherable] one hundred and [undecipherable] dollars [undecipherable]. [strikethrough: [undecipherable]] And I propose when I shall visit Augusta, in a few days to pay to M^r Dorsey on account of his pay as Pay-[undecipherable] [strikethrough: [undecipherable]] one hundred and fifty dollars — The balance will then be eleven hundred and eighty nine dollars [undecipherable] of which I have expended on m[undecipherable] I shall therefore leave on Hand Nine hundred and fifty nine dollars [undecipherable] including the balance of my contingent money, with which I propose to pay the discharged soldiers, officers subsistence and contingent expences until you shall transmit me a supply of money. I have not [undecipherable] my [undecipherable] which is due to me from the [undecipherable] N^o3. [undecipherable] should be indebted to me, then regularly stop it. I shall however be obliged to you to include it in any estimate you may make for the pay of the troops &c. I write for your directions respecting the garrison of Fort S^t [undecipherable] — Lieut Nicoll has two boys indented to him, one about ten and the other about eight years old. they have been mustered as privates in his detachment, and are instructed to beat the drum and play on the fife. I have objected against their being paid to Col^o Gaither. He informed me that they have been borne on the muster by his orders — that he conceived it is for the public service that they should be engaged to learn military music, [undecipherable] Nicoll to engage them. He expected that the musicians would leave the county as soon as discharged — but they have reinlisted. I am extremely anxious to receive an answer to my letter of the thirtieth of June — particularly what relates to the arrears of the officers pay, who have been promoted and M^r Dorsey's allowance for his services. Pray send us some blank muster & pay rolls for company & detachment as from as opportunity shall offer to Savannah.
