Cleveland and regret that it is impossible to transact his business in the way you request a Muster being taken of the Soldiers at West Point, his pay will be made up with theirs and remitted, the pay I suppose will pass through your hands (he has annexed to the Ordnance Detachment, as if there Should be no other Officer— Agreeably to your request I remitted the 11^th Sept^r. to Col. Fish Five thousand dollars to be transmitted to you for the incidental and contingent expenses of the department.— I now enclose some remarks on your accounts dated 14^th July & 25. August which you will be pleased to examine and have the necessary alterations done to the exceptionable vouchers which are also enclosed.— I have caused to be remitted to Col.
