The business is very much the same as that confided to you last year, by the Secretary of the Treasury. You are acquainted with the price then given, which appears too high. This is evinced by the fact of M. King having made a sub-contract at Cumberland with a profit to himself of three cents. You will be at liberty to make separate contracts for the Cumberlands and Knoxville supplies, if in your Opinion the public service shall require and admit it. Your experience in this business will facilitate the matter to yourself, and will be of service to the United States. If it shall prove necessary you will make temporary arrangements with the present contractor, in case of a disappointment to contract early, or you will otherwise provide temporarily for the supply of the Troops. You will remember that these small detachments in remote places are extremely costly to the United States, and you will be proportionally careful.
