books against James Payson commencing 1st August 1792 and ending D. Such amounting to 22,500 dollars 25 Cents, as it has lately been concluded that I shall defer the examination of persons accountable for money received from this department, whose accounts settled at the Treasury, untill such settlement is effected I request you would be pleased in all such cases to furnish me your certificate of the charges extracted from any Books and endorsed therein —

Auditor of the Treasury Joseph Howell
W.D. Accountants Office
Sir September 3, 1794
I have received your letters of the 21st Ult. and 1st Inst. with your muster rolls for July & August — It appears that you are mistaken in your opinion of having lodged in the Office the receipts of your recruits for their pay to the 31st of December last, it is true your accounts were settled up to that day in the month of January, but it was not untill the 3. March following that you received the pay for the men to the 31st December so that it is evident that you could not have lodged the receipts, to obviate this difficulty I have stated your account and have written a qualification thereon which you will have executed, and return it immediately to me with your receipt for the Balance which I have also written on the account for you to sign — I have omitted balance amounting to one hundred and two dollars 79 Cents and the further sum of sixty four dollars 87 Cts being for the pay of the recruits for July and August last agreeably to your letter by Paymaster Jacob Skinner — I enclose a pay roll for the same and you will pay the men and take their receipts conformably thereunto and transmit them immediately to me —
I am Sir &c
Joseph Howell
[The men you have enlisted who are not in the act now settled, will be settled for hereafter and I return you John Neff installment to be settled at that time — Lieut. Huntsman [undecipherable], [undecipherable] Burg' by Pay'r Skinner]
