Sir
I have made a settlement with Lieut Dalcho, Pay master, for the monies he has received of me for the pay of Troops in this country from the first of November 1792 to the thirty first of October 1793 inclusively, agreeable to his Account Current and the payroles now transmitted.
It is to be observed that Mr Dalcho's accounts disagrees from mine in the balance of the United States as p rolls No48 & 15, and that he has credit-ed these Several sums to me as p voucher No8 and have been carried to the credit of the United States in my Statement No4, transmitted the last of February last. Deductions have also been made from the rolls for the pay of the discharged men. I informed you on the thirtieth of June that I should at the beginning of each month place in the Paymaster's hands the amount due to the men entitled to their discharges within that period; this mode I have uniformly observed — it is not to be avoided unless I should be enabled to pay the troops with greater regularity than heretofore. — The list of the discharged men paid by Col. Snieder, referred to in fayrole No48 were transmitted to you on the 6th of November 1793 with the first list of the other Corps. Meantime Col. Snieder's account were transmitted at the same time.
I have annexed a list of the Dead and Deserters who have not been paid, and whose names we are to apply to your office — It would appear that the balance due to the United States should be equal to this List — I have in a memorandum on the Account Current explained the cause of the difference. The payroles have been numbered conformably to the entries made by Mr Dalcho in his pay book, the dates therefore
therefore on the Debit side of the Account Current appear to be irregular; this could not well be avoided, as the payments have been made at different posts remote from each other.
Mr Dalcho informs me that he has written to you relatively to his travelling expences. If you should give me any instructions upon this subject I request they may very pointed — It should be observed that it would be impossible for a subaltern officer to support himself upon the additional pay of ten dollars. Travelling in this country is very expensive, and as the money must be sent to the posts, it is best that a person should be employed upon this business who could pay the detachments — Mr Dalcho has faithfully discharged his duty in this line, and should therefore be reimbursed his extra expence.
