Forwards For information Mr Russell aboue Mr W's Herbert and appointed by Mr Mr Pennacle, to consider the Building of the Frigate at Gosport during the absence of Mr Morgan, it was the Constitution Nov. 19th of Mony 1796. I was appointed to Continual that I'm in the Room of Mr Morgan and I immediately repaired to Norfolk and had its regard about the 11th of Sept Following - during My residence there Mr Hoobest [undecipherable] inded my directions as a Secondary person, and on my returning from thence he resumed his Charge. I have token a Colonel of Gent Vanquex letter to Mr Pennacle, extracted as follows

"A have informed Mr Morgan extra a man in [undecipherable] in getting the Line Under Director & Colour, and enter in a Master of Talents and [undecipherable] as Commissioner of the frigates at Norfolk. But it is possible that Permitting many Breches to prevent his Concerns, throw in the Season. Besides those Concerns to note to Reciting "to engage a Maser Who will be on the Master Treble before the [undecipherable] "Captn Dade and you shall agree for, and also in lieu of the new "arrivals of Mr Morgan may be Comprehended to the Constitution
