Accountants Office August 28^th 1794 Sir I have the honor to enclose you copies of the Contracts for Clothing for the Year 1787, 88 & 89 which governed me in the settlement of those accounts presented you Yesterday by the Comptroller, also General Haymans Certificate which I find was given subsequent to that settlement, and the average of one years clothing from two to five years including the Years 1786 & 1789 — I am Sir &c The Secretary of the Treasury Joseph Howell W.D. I received your Letter of 29^th April last, with the pay rolls therein and the receipts of M^r Darcy subjoined — In future you will direct the Sub Paymasters where the receipts are taken for the amount opposed to the names that the sum in dollars be written and that it be expressed in the body of the receipt that the payment is in full specifying the time of service — The pay rolls of discharged men should accompany the roll in which they are mustered up to the time of discharge, as it is indispensibly necessary that pay rolls should be supported by vouchers in all cases — The same observation applies to subsistence rolls — payments to be made the Army on regular muster and pay rolls and not otherwise, payment to Ensign James Nicholas is an exception to this rule, — there are no vouchers sent forward for your contingent expences — These observations arise from a cursory view of your accounts; they are now under examination which when completed I shall inform you of the result — I am pleased to see that they appear regular in detail and that the principles of the settlements are generally conformable to the system for paying the troops — I wish that your Abstract of actual payments should be distinct from any anticipated expenditure, I shall therefore in stating your accounts form an Abstract containing your payments in regular progression of dates and numbers — M. Hargrave informs that there is a Company of Cavalry commanded by Capt. John F. Randolph raised by the authority of the Governor for the defence of the Country about St. Marys, and who have been in service for Eighteen months, not having received any pay — I request you to ascertain the facts stated and if they are employed under the authority of the States, that allowances to govern that their pay shall be admitted when the regular muster and pay rolls are furnished and the mode pointed out for the remitting of the money, which I presume cannot pass through any other channel than your hands — I am Sir &c Constant Furman Esq.
