Sir,
Your favor of the 21 ultimo I have received. I now enclose you my account of contingent expenses with its vouchers — muster & pay rolls of the ordnance detachment, and my reply to your remarks — Only about four hundred dollars of the last remittance I received I have now in my hands — part of the rest is paid out agreeably to the Vouchers, and the part of the remainder which is not paid out on account of the workmen if no receipts yet obtained for it, is paid out for provisions to supply them with at prime cost. In future there will not be such an arrearage of vouchers assigned as there now is, as I have gotten two Clerks to assist me. There still is more writing than we can go through with. You know my Assistant Capt. Scott is very far from being a pensman.
I have requested the hon[orab]le the Secretary of War to forward to me immediately six thousand dollars for contingent expenses.
Three or six weeks ago I delivered [undecipherable] [undecipherable], at his request a muster & pay roll of the recruits here — he promised to make out two of each for me, but has not yet finished them. I will send them to you by the next post—
