By virtue of your letter of attorney to John A. Kidy I have caused to be advanced him the sum of One hundred and fifty two dollars being for pay and allowance in lieu of rations to a detachment of Militia commanded by Lieut. Edward Shackleford for their service from 1st to 30th October 1792, which sum is to be placed in your hands to be paid to the individual claimants agreeably to a duplicate pay roll herewith enclosed and for the due application whereof you are held accountably. Agreeably to the system prescribed in such cases separate receipts are to be taken and where a signature is not written, it must be countersigned by a person of responsibility, * the vouchers for your exoneration are to be transmitted to me under cover to the Secretary of War. I am sorry that there has been a delay in discharging the pay of the Militia employed under the authority of the [undecipherable: probable reading "U. States"], it is the work of the Executive to be prompt in these payments in all cases—
