It is to be regretted that any delay should 2 have happened herein, it appears to have arisen from a misunderstanding of the Paymaster or an omission in his instructions, the Government is desirous of being prompt in discharging all claims made upon it that are founded in justice__ As soon as the rolls referred to come forward with the proper evidence of the service, agreeably to the letters of the Secretary of War to your Excellency, the pay will be discharged. I wish that they might be presented altogether and that one person be designated to disburse the pay and take the receipts. Embarrassments have arisen in discharging the claims for rations supplied the posts in the Wilderness in consequence of your not rendering to the Secretary of War duplicates of the Contracts - Your Excellency will no doubt remove the obstacle as soon as possible.
