Document 1794Circular letter from the War Department to the Governors of the States. Since Knox is absent, Hamilton is in his stead. He is directed by the President to write to the governors on the subject of French privateers fitted out in American ports, which are to be denied asylum except upon the condition of being dismantled of their military equipments. States that the conduct of some of these vessels is a "matter of real embarrassment and dissatisfaction," and has "placed the Government in the unpleasant situation."
