Secretary Knox asks Captain James Sever of the U.S. Navy to immediately depart for Portsmouth, New Hampshire for the purpose of superintending the construction of the frigate that will ultimately be the USS Congress. Also states that it is advisable that Captain Thomas Truxton go to Baltimore.
