I return the receipts for bounty being unnecessary to be retained untill it is proper that you should settle your recruiting account. I do not approve of the manner in which the receipts are taken, each advance should be receipted for separately and the sum expressed in writing; this can yet be done — It is intended that the recruits at the several places of rendezvous should be mustered every on the first of each Month, if any thing prevents it untill a subsequent day the whole number should be mustered although some may have enlisted in the interim. they will not however be made up for their pay untill the succeeding month — As your recruits have enlisted so late in July I have considered it immaterial to transmit their pay untill this month has expired
