[His Excellency the Gov: of New Hamp-shire. —] Sir, War departmt July 29 [17—] I have the honor to acknowledge the receipt of your Excellency's letter of the 19 instant. — In consequence of your recommendation I have appointed Colonel James Hacket to be Constructor of the Frigate to be built at Portsmouth and have notified him of the said appointment — I have the honor to be dm— [Col. His Excellency Governor Gilman having recommended you as a proper person to construct the Frigate to be built at Portsmouth you are accordingly appointed to the said office provided you agree to appropriate yourself exclusively to that object which is too important to admit of any interference with others and for you the liberal allowance of Two thousand dollars per an is offered. Presuming upon your acceptance I enclose you instructions for your government. The Secretary of War presents his compliments to the Comptroller of the Treasury and transmits him enclosed copies of the instructions given by him to the the Agent— Superintendant— Constructor or Master builder — and Clerk of the yard for building 6 Frigates directed by Law. — [Mr. Joshua Humphreys —] Sir, War dept: August 1^st 1794 Mr Gore the Commissioner of the Revenue having made another contract for casting of Kentledge for the Frigate the Secretary of War will be much obliged if you will have another model made with all possible dispatch and sent to his Office of M^r Tench Coxe, Commissioner of the Revenue corner of Chesnut and third Streets. — If you will please to take the trouble to call at Levi Hollingsworth you will there see some of the Kentledge lately cast for the public Service, with the small alterations made by permission to the pattern you furnished some time ago. — I am Sir &c. [John Barry his instructions —] Sir, War dep^t Aug^t 7^th 1794. — You are to consider yourself as the Superintendant of the Frigate to be built at the port of Philadelphia and which is to mount 44 guns. Your constant attendance will be necessary for the purpose of observing that all parts of the business harmonize and are conformed to the Public interests. — The Frigate will be built and equipped under the following general regulations. — The Treasury of the United States will make special contracts for the principal materials, which will be used in the construction and equipment of the Ship. — The Agents Mess^rs Gurney and Smith will provide all the materials not otherwise provided by the Treasury. They will also exepting the Constructor procure and pay all the workmen and labourers of all sorts necessary for the building and equipment of the ship. The number and qualities of workmen and labourers are to be furnished by the Agents in pursuance of requisitions in writing by the Constructor for the Hull or Master Mechanic in each branch of equipment but in both cases to be countersigned by the Superintendant. All the materials for the Hull not provided by the Treasury are to be provided by the agents in pursuance of estimates in writing by the Constructor countersigned by the Superintendant.
