Accountants Office July 21^st 1794 Sir A few days since I received duplicate of your letter of 29^th April with yours of 20^th Ult^o and 1^st Inst^t with sundry enclosures which have not yet been examined. My exception in my letter of 12^th May respecting the necessity of having a sett of Muster and pay rolls with the Sub Paymasters recpt was founded on the presumption that you were to pay the militia in a similar manner with the regular troops, that you would receive remittances of their pay on estimates, examine the rolls and place the amount in the hands of a Sub Paymaster after which they were to be transmitted to me as vouchers for your expenditures. This arrangement however will not apply to the monies you have heretofore received for the Militia as the rolls were examined by me. In future I request you will at all times when money is likely to be wanted for the militia form an Estimate and make application to the Secretary of War for the amount, returning the Muster and pay rolls in your possession to be examined and paid agreeably to the Comptrollers instructions to the paymasters and this application should be made as early as possible in order that the money should be in your hands to pay the Militia before they are disbanded. I conceive that in respect to the Costs as you are possessed of the Secretary of Wars instructions to County Lieutenants &c. if the service is authorized you should pay them. M^r Seagrove has not yet arrived so that the papers you transmitted by him has not come to hand. The money you requested will be paid your Brother, several other matters in your letters I shall answer when more at leisure.
