In consequence of your recommendation I have appointed Colonel James Hacket to be Constructor of the Frigate to be built at Portsmouth and have notified him of the said appointment. I have the honor to be &— [Col. James Hacket] Sir, War dep^t July 29 1794 His Excellency Governor Gilman having recommended you as a proper person to construct the Frigate to be built at Portsmouth you are accordingly appointed to the said office provided you agree to devote yourself exclusively to that object which is too important to admit of any interference with others and the liberal allowance of Two thousand dollars per year is offered. Presuming upon your acceptance I enclose you instructions for your government. Should you not incline to accept of this appointment you will please to inform me thereof as early as possible.
