In consequence of your recommendation I have appointed Colonel James Hacket to be Constructor of the Frigate to be built at Portsmouth and have notified him of the said appointment — I have the honor to be — Col. James Hacket Sir, War dep^t July 29 1794 His Excellency Governor Gilman having recommended you as a proper person to construct the Frigate to be built at Portsmouth you are accordingly appointed to the said office provided you agree to devote yourself exclusively to that object which is too important to admit of any interference with others and for the liberal allowance of Two thousand dollars p^er an^um is offered. Presuming upon your acceptance I enclose you instructions for your government. Should you not incline to accept of this appointment you will please to inform me thereof as early as possible — I am Sir &c — War Office July 30 1794 The Comptroller of the Treasury — The Secretary of War presents his compliments to the Comptroller of the Treasury and transmits him inclosed copies of the instructions given by him to the the resp^e Superintendent — and as a Master builder and Clerk of the yard for building the Frigates directed by Law.
