Sir As my expences for several times traveling to muster the militia One hundred miles on the frontiers of Knox, Green, Jefferson & Washington Counties in the South western territory were considerable, I have made a charge of them namely, that the allowance might be no better was proper from the three Rations conditionally [undecipherable] in my appointment by the honorable the Secretary of War. The I cannot say that I was in Phil: field actively [strikethrough: with the troops], yet I was called upon the Duty of mustering, which I and the defence of a Muster Master to the United States, from my arriving at Knoxville; and the my instructions allow me a Clerk, not finding any person proper for it, I went through the whole burthen myself, which employed me generally till nine and ten o'Clock in the Evening through the Winter. The expence in me traveling from this to Knoxville is great; besides such a heigh of public papers which I carried required my Horse so much, that I was obliged to make [undecipherable] exchanges in the road, which cost me forty dollars.
