[undecipherable]] Joseph Howell Esquire Accountant to the War Office Philadelphia [undecipherable] Hamtramck Head Quarters Greene Ville July 27. 1794 Sir M^r Swan informs me that I am considered responsible for a certain Sum of mony I received for the Recruiting for the 1^st U.S. Regt. I assure you that when I received the mony I never expected that I possibly could be answerable for the officers to whom I was directed to make advances, and Calculated that their Receipts would at all times be admitted to my Credit. I founded this opinion from former Settlement and of the Same nature. it is impossible for me to come to a Settlement those officers who are now in the States or those who may have Resigned I will therefore be very much obliged to you if you will assist me in this affair by having Stoppages made on the Pay Rolls or in any other manner you may think best you have in your Possession all the Original Receipts of the advances made by me which will facilitate the Settlement I have the Honor to be with Very great Respect and Esteem your Most Obedient and Very humble Servant [signature]
