A question is depending in this Office in relation to M. Hod[gdon]'s accounts as Q.M. for the Army upon which I request your opinion.
Mr. Hodgdon claims pay relinquish[undecipherable: probable reading "relinquishment"] the time when his predecessor was appointed, to wit from the 19th of Oct[ober] to the 15th of July 1792, during which time he suggests that he acted under the instructions from your Dept.
I take the liberty to request information as to the facts, States & your opinion whether M. H. is to be considered as Q. Master [undecipherable] & thus [undecipherable] & his [undecipherable] to be compensated accordingly
or whether his [undecipherable] are to be considered as those of a special Agent, to be compensated from the fund appropriated for contingent [undecipherable] of the War Dept. —
