The Secretary of the Treasury will furnish you with many instructions for the purchase of certain articles: — A M^r Morgan a master builder of considerable abilities will probably be appointed to construct the proposed frigates — he is now employed in superintending the cutting of the Timber for the ships in South Carolina and Georgia after having effected this object he will be directed to repair to Portsmouth — I request to know the prices at which Journeymen shipwrights and Blacksmiths may be obtained p^r day. — General and particular instructions will be given to the Master builder and Clerk of the Yard. — I am Sir; [John Hancock Bowie] Dear sir, Philadelphia 21 July, 94 Whether you are still at Baltimore I know not, nor whether you would be at liberty to accept of the place I here in propose — Frigates are to be built at Baltimore and Boston — A Clerk of the Ships yard will be appointed at each place to receive, issue and account for all public property relative to the frigate — I believe the pay will be about 750 dollars p^r Annum — The business will require incessant attention from morning to night — great method and accuracy — If you should be disposed to accept either of these and should think yourself competent thereto I believe it may be in my power to appoint you thereto provided I should have your answer in the course of the present week — be sure this place on Monday next if not before — Timothy [M^r [undecipherable] [undecipherable]] Gentlemen War dep^t July 21 1794 It is the desire of the Secretary of the Treasury to furnish money to the Agents — I have written him and enclosed a Copy of your letter of this date — I am &c
