I have the pleasure to inform you that the President of the United States hereby appoints you to be a Captain of one of the frigates to be procured in pursuance of the Act entitled an Act to provide a Naval Armament herewith enclosed. I enclose you a list of the Captains according as they will take their rank. As your friends have applied for this appointment the presumption is that you will accept of it. In order therefore to save time I enclose you directions to repair to Baltimore by the first of September for the purpose of acting as the Inspector of the Frigate to be built at that place. It will be necessary for you to notify formally your acceptance and to take before one of the Judges of the United States and to transmit to this Office the enclosed oath. I have the honor to be
