In answer to yours of the 15^th requesting the dimensions of the Masts and Spars for the 44 and 36 gun frigates, I have the honor to observe that on the 26^th last month I transmitted to the Secretary of the Treasury an estimate of the Masts and Spars for a 44 gun frigate, a copy of which is here enclosed, and there remarked that those for 36 guns would be but very little inferior to those of 44 guns. And I now report the same observation, that the same size will nearly answer for both, but I will have prepared exclusively those for 36 guns, altho' it would not be necessary to return a Contract for that purpose — Jam— --- [[undecipherable] Esqr] Sir. I have the pleasure to inform you that the President of the United States hereby appoints you to be a Captain of one of the frigates to be procured in pursuance of the Act entilled an Act to provide a naval armament herewith enclosed. — I enclose you a list of the Captains according as they will take their rank. As your friends have applied for this appointment the presumption is that you will accept of it. In order therefore to save time I enclose you directions to repair to Baltimore by the first of September for the purpose of acting as the inspector of the Frigate to be built at that place. It will be necessary for you to notify formally your acceptance and to take before one of the Judges of the United States and to transmit to this Office the enclosed oath. I have the honor to be
