Bedinger, late Major in the Third Sub Legion, has transmitted to me the Enclosed papers, together with a Power of Attorney, Authorising me to Settle all his accounts & Receive all Balances & arears of Pay Due him for his Services in the Army In his Letter to me he mentions the having written to M[r] Belli requesting a Settlement of his account & that his letter was Enclosed to Major Caleb Swan, who Referr'd him to Philadelphia — as my Brothers Situation is Such, (Rendered unable to travel any Distance from Rheumatick Complaint, which was the Cause of his Resignation) as to prevent his being able to travel (a Distance of Near Eight Hundred Miles) he desired me to Represent his Case to the Secretary of War, (and pray that a final Settlement may take place without Compelling a personal attend ance — It is presumed he is Charged [strikethrough: with] in your books with the pay &c furnished my Brother at Fort Pitt by His Excelly Major Gen[eral] Wayne which is Am[oun]t to One Hundred & forty three Dollars Eighty Eight Cents, on the 15^th October 1792. Since which period he has not Rec[eive]d anything; and as I have finally through the agency of M[r] Robert Rutherford Settled every other account Charged to Maj[r] G.M.Bedinger, there Can, now Remain, I hope any Obstacle to a final Settlement — I am However unable to exhibit to you the Claim of Maj[r] Bedinger against the United States being uninformed as to the time at which his Pay, Rations & Forage, as Major Commanding (and Comp[an]y, as also the prices that were allowed for Rations at, the different Stations by which he passed (During his Continuence in Service In his Statement to me, he Says he arrived at Fort pitt on or about the First of September 1792 Remained there untill the Twelfth October, was Ordered to Kentucky by the Commanding in Chief (and was from the 12^th October to the fourth November on [strikethrough: in] the Ohio, the Remainder of his time of Service (untill he Resigned) in Kentucky, part of this last time (laid up, with, Rhumatism; his pay (and Forage being fixed) it will be easy for you, who Can have access to all Rcords & papers Respecting the other points, to State the account with auuracy, or at least have it done in your office — I am well aware that, it is the Duty of all Officers or Others employed in publick Service of this Nature, to come forward with their Claims; but as my Brothers Situation is Somewhat peculiar, (and as the Compelling his attendance [strikethrough: would] to prosecute his Claim, would for it perhaps more than the balance (Due him, were he ever able to Come forward) under these Circumstances I hope you will not think it an Unreasonable request in thus applying to you to have his account Regularly Stated, (and to inform me when it can be done, (and if any Obstacles arise, how I may Remove them,) so as to accomplish the desire of my Brother, in Facilitating a Settlement Between him and the United States. your Imediate, Answer will Greatly Oblige your Obedient Servant. M[r] [undecipherable: Belli?], enclosed your letter, to me wherein you request him to have a Settle- ment made for your arrears of Pay, Subsis- tence and forage as Major in the [3^d] Sub legion I would advise that a Settlement should be made for you in Philadelphia; as you will ultimately have to Settle your public accounts there, both can be done at once. I have enclosed a list of the charges against you — But if it should be more Convenient for you to lodge your public accounts and Vouchers with me, and also any balance of public cash that may Remain in your hands; than to go with them to Philadelphia, I will receive them and send them forward to the accountant. — of this however you are the best Judge.
